Scarborough Baseball Association General Playing Rules
In Rookie Ball, Minor Mosquito, Minor Peewee, Peewee, Peewee Girls, Minor Bantam, Bantam, Bantam Interlock, Bantam Girls, Minor Midget, Midget, Midget Interlock, Junior and Women series, Professional baseball rules and O.B.A. Playing Rules and Regulations shall apply in al instances, except where S.B.A. specifically notes otherwise in these Playing Rules.

 

1. a) Helmets must be worn by catchers, batters and base runners. Batters and base     runners must ware helmets with lugs. In Rookie Ball, Minor Mosquito, Mosquito, Minor Peewee, Peewee, Peewee Girls, Minor Bantam, Bantam and Bantam Girls helmets must have chin straps.
b) Any player throwing a helmet or bat in disgust or in a manner in which the umpire sees as being dangerous to others, or damaging to equipment, will be ejected from the game.
c) Any base runner who in the opinion of the umpire intentionally removes his helmet while running or while a play is being made on the same base, runner shall be called out.
2. Metal spiked shoes will be prohibited in the Rookie Ball, Minor Mosquito, Mosquito, Minor Peewee, Peewee and Peewee Girls series.

b) In Minor Peewee, Peewee, Peewee Girls, Minor Bantam, Bantam, Bantam Girls, Minor Midget, Midget and Junior series, in the event that all players have entered the game and an injury(s) occurs, the opposing manager shall have the right of selecting any remaining player(s) as the replacement.
c) In Minor Mosquito, Mosquito, Bantam Interlock and Midget Interlock series, unlimited substitutions defensively are allowed (including for injury or official ejection) except a pitcher once removed from pitching may not return to pitch. All players present at the game shall be listed on the team's batting line-up in the order desired by the manager/coach and bat in that order. Late arrivals shall be added to the bottom or this batting order.
d) In the event that a batter must be removed due to injury or official ejection during the time at bat, the next batter in the batting order shall come to bat assuming the balls and strikes count at the time the batter is removed. If the batter becomes an out, such batter shall assume such batter's regular turn at bat. If a runner is removed by reason of injury or official ejection from the game, the player last put out shall act as pinch runner for the removed player. By virtue of this rule there shall be no pinch runners or pinch hitters allowed.
4.

Rookie Ball, Minor Mosquito, Mosquito, Minor Peewee, Peewee and Peewee Girls series:

a) Games shall be seven innings (timer permitting) with as many extra innings as may be played in the event of a tie. Games shall count regardless of innings played, with the exception of games called due to inclement weather prior to 31/2 innings (4 if home team losing).
b) All evening games prior to August 1st will start at 6:30 p.m., with no new inning to start after 8:30 p.m. Game is terminated as at 8:45 p.m. sharp. As of August 1st games will start at 6:15 p.m. with no new inning to start after 8:15 p.m., game is terminated at 8:30 p.m. sharp.
c) The first game of an evening doubleheader will start at 6:15 p.m. with no new inning to start after 8:15 p.m., game is terminated at 8:30 p.m. The second game will start at 8:50 p.m. No Rookie Ball, Minor Mosquito, Mosquito, Mosquito Girls, Minor Peewee, Peewee or Peewee Girls game are to be scheduled as the second game of an evening doubleheader.
d) For single games, 15 minutes grace time shall be permitted before the start default of a game. For games scheduled as the first of a doubleheader, fifteen minutes grace time shall be allowed. Both teams must have 9 players PRESENT in order to start a game.
e) Should darkness come prior to the curfew, the umpire shall, at their discretion, terminate the game and so note on the game sheet, giving the exact time he/she called the game.
f) For day games (9:00 a.m. to 6:00 p.m.), no new inning to start 2 hours after the scheduled start time. Game ends 2 hours and 15 minutes after the scheduled start time.
 
Note: Game starts and curfews for evening doubleheaders at Ted Reeve Park and Wishing Well 2 are 15 minutes earlier than other Scarborough Parks.
5.

Minor Bantam, Bantam, Bantam Girls, Bantam Interlock and Midget Interlock Series:

a) All games shall be seven innings, time permitting, with as many innings as may be played in the event of tie. Games shall count regardless of innings played, with the exception of games during the inclement weather prior to 31/2 innings (4 if home team losing).
b) Single evening games will start at 7:30 p.m., with no new inning to start after 10:00 p.m. Game ends at 10:30 p.m.
c) In the event of evening doubleheaders, the first game will start at 6:30 p.m. with no new inning to start after 8:15 p.m., game terminates at 8:30 p.m. The second game will start at 8:50 p.m. with no new inning to start after 10:35 p.m., game terminates at 10:50 p.m. sharp. Game must terminate at 10:50 p.m. as lights are turned out at 11:00 p.m. sharp.
d) All doubleheader ball games are two hours in length.
e) For day games (9:00 a.m. to 6:00 p.m. start), no new inning is to start 2 hours after the scheduled start time. Game ends 2 hours and 15 minutes after the scheduled start time.
f) For single games, 15 minutes grace time shall be allowed before the default of a game. For doubleheaders, 15 minutes grace time will be allowed for the first game, and NO grace time will be allowed before the default of the second game (whether or not your team played in the first game). Both teams must have 9 players PRESENT in order to start a game.

6. Minor Midget, Midget and women Series:
a) Single games will be nine innings, and doubleheaders will be seven innings with as many extra innings as necessary in the event of a tie.
b) Single games must be 31/2 innings completed (4 if home team is losing) to count. In doubleheaders, games count regardless of innings played with the exception of games called during inclement weather prior to the 31/2 - 4 inning rule.
c) In single games, no new inning is to start 21/2 hours after the scheduled start time and games ends 3 hours and 20 minutes after the scheduled start time. In doubleheader games, no new inning is to start 1 hour and 45 minutes after the scheduled start time. Game ends 2 hours after the scheduled start time.
d) All evening single games will start at 7:30 p.m. Doubleheaders evening games will start at 6:30 p.m. and 8:50 p.m.
e) All re-scheduled games will be classified as seven inning single games.
f) All 6:30 games will have a 15 minute grace time permitted before default of a game. In all other games NO grace time will be permitted. Both teams must have 9 players PRESENT in order to start a game.

Note: Game starts and curfews for evening double headers at Ted Reeve Park are 15 minutes earlier than Scarborough Parks.

  g) Designated Hitter Minor Midget and Midget:

A hitter may be designated to bat for the starting pitcher and all subsequent pitchers in any game without otherwise affecting the status of the pitcher(s) in the game. A designated hitter for the pitcher must be selected prior to the game and must be included in the lineup.

The designated hitter named in the starting lineup must come to bat at least one time, unless the opposing club changes pitchers.

It is not mandatory that a club designate a hitter for the pitcher, but failure to do so prior to the game precludes the use of a designated hitter for that game.

Pinch hitters for a designated hitter shall not re-enter the game in any capacity (except as provided in the re-entry rule).

The designated hitter may be used defensively, continuing to bat in the same position in the batting order, but the pitcher must then bat in the place of the substitute defensive player, unless more than one substitution is made, and the manager then must designate the spots in the batting order.

A runner may be substituted for the designated hitter and the runner assumes the role of the designated hitter. A designated hitter may not pinch run.

A designated hitter is "locked" into the batting order. No multiple substitutions may be made that will alter the batting rotation of the designated hitter.

Once the game pitcher is switched from the mound to a defensive position this move shall terminate the designated hitter role for the remainder of the game.

Once the game pitcher bats for the designated hitter this move shall terminate the designated hitter role for the REMAINDER OF THE GAME. The pitcher may only hit for the designated hitter.

Once a designated hitter assumes a defensive position this move shall terminate the designated hitter role for the remainder of the game. A substitute for the designated hitter need not be announced until it is the designated hitter's turn to bat.

7.   Mercy Rule
a) In 7 inning games a 10 run mercy rule shall apply after completion of 41/2 innings in home team is winning, 5 if visiting team is ahead.
b) In 9 inning games a 10 run mercy rule shall apply after completion of 61/2 innings if home team is winning, 7 if visiting team is ahead.
 
8. Players, managers, and coaches must wear their team of league sweater or jacket, plus team baseball cap, at all times while on the playing field or in the coaching boxes and they must not wear short pants.
 

9.

Any coach, manager or player smoking on the playing field or in the dugout will be ejected from the game after one warning.
 
 
10. In order to call time, a coach or manager must be in the coach's box or dugout. No coach or manager may enter from outside those areas and then call time until the next pitch has been thrown by the pitcher.
 

11.

Each team will be responsible for paying one umpire in Minor Bantam, Bantam, Bantam Interlock, Minor Midget, Midget, Midget Interlock and Junior series before the game starts.
 
12. Duties of the Scorekeeper
  a) The HOME team will be responsible to provide instructions and to ensure that the duties of a scorekeeper are followed.
b) The scorekeeper will print in ink on the game sheet, both teams' players' first and last names in the correct batting order, with sweater numbers and positions on the field beside their name.
c) The scorekeeper will also print on the game sheet the first and last names of the manager and 2 coaches who will be the field representatives of the team for that game.
d) In the event of an ejection the scorekeeper will be responsible for recording of the players, coaches or manager names and sweater numbers on the back of the game sheet.
e) In the event of a protest, the scorekeeper will be responsible for the recording of the necessary particulars as required in the by-laws under protest.
f) Following the game, the HOME team is responsible to ensure that the score sheet is properly completed and mailed (postmarked) to the ALL-STAR-CHAIRPERSON within 24 HOURS.

Failure to forward the sheets could result in action up to and including suspension.

13. A team official from each team must sign the game sheet prior to the start of the game.
 
14. The completed game sheet must be presented for the umpire's inspection prior to the start of the game.
 
15 a) For Rookie Ball, Minor Mosquito, mosquito, Minor Peewee and Peewee series re-scheduled games, it is the responsibility of each team to supply and pay one umpire.
b) For Minor Bantam, Bantam, Bantam Interlock, Minor Midget, Midget, Midget Interlock, and Junior series re-scheduled games, it is the responsibility of each team to pay for one umpire.
 
16. Rules for Completing a Suspended Game:
  a) Use the original game sheet
b) Game shall resume from the exact point of suspension of the original game.
c) The line-up and batting order shall be the same as the line-up and batting order at the moment of the suspension.
d) Any player may be replaced by a player who had not been in the game prior to the suspension.
e) No player removed before the suspension may be returned to the line-up.
f) If all players have been used by this stage and the team line-up is missing players due to absenteeism, the affiliate players must be used to fill the vacancies.
 
17. Suspensions

It is the responsibility of the team's manager to control the players and coaches in their actions from the time they enter the park until they leave the facility. Ay team member found abusing umpires following completion of the game (even if it is in the parking lot) will be subject to suspension by the S.B.A. Any intentional physical touch of an umpire will result in a minimum 1year suspension.

Should it be found that any suspended manager, coach or player participated in a game, they will be suspended indefinitely and the team will automatically forfeit the game in question.
 

18.

Times to the Mound

A manager of coach of other team official will be allowed 1 conference per inning with his/her pitcher. A second trip to the mound in any one inning will necessitate the removal of the pitcher as a pitcher for the duration of the game. The player in question can remain in the game as a player and at another position but CANNOT pitch at all.
 
19. Ground Rules

At each park when a pitched ball is stuck in or thrown through the screen, the runners will be permitted one base including home base.

At the plate, the plate umpire must inform representatives from both teams the time on his watch.

A team will be allowed to register as many officials as they want. Only three will be allowed on the field during the game and they will be the three that have been placed on the game sheet prior to the game.
 
 
20. All teams must have at least 48 HOURS notice of a re-scheduled game
